Chicago\u2019s school board president will be directly elected for the first time as more than 30 years of mayoral control ends. The person in this powerful, but unpaid position represents the board publicly, runs board meetings, and helps set the agenda. The CTU is fueling Dominguez\u2019s candidacy financially as it tries to hold on to control of the school board, which it seized after former union organizer Brandon Johnson became Chicago mayor in 2023.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Jessica Biggs,<a href=\"https:\/\/www.chalkbeat.org\/chicago\/2026\/09\/23\/jessica-biggs-firing-shadows-cps-school-board-president-race\/?link_source=ta_first_comment&amp;taid=6ab48427df91b000018be932&amp;utm_campaign=trueanthem&amp;utm_medium=social&amp;utm_source=facebook&amp;fbclid=IwY2xjawUqQtZleHRuA2FlbQIxMABwZG9mBWJyaWQRMUJqcmVTWE52dWM2dURKTTJzcnRjBmFwcF9pZBAyMjIwMzkxNzg4MjAwODkyAAEeeGYIIWlJDanGc9I1rVx84KjhPRrzuYJZ_yllFRflq2Bro6jIur4O8yEjEDM_aem_xN8YD4S6sS6Rxpk8OqdyAw\" rel=\"\"> a former CPS principal<\/a> and current school board member, wants to prioritize financial stability and high-quality education for every student. She\u2019s backed by the progressive Service Employees International Union Local 73, which represents mostly low-wage Black and Latino CPS workers and is in a bitter dispute with the CTU. She\u2019s also solidified support from the business community and former government officials who worked under former mayor Rahm Emanuel, including former CPS CEO Janice Jackson and former deputy mayor for education Beth Swanson.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Attorney Victor Henderson, who serves on the board of Urban Prep Charter Academy, is centering his campaign on advancing student achievement and fiscal responsibility. He <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2026\/07\/17\/campaign-contribution-limits-lifted-in-school-board-president-election\/\" rel=\"\">broke open contribution caps<\/a> when he lent his campaign $500,000 and has secured support from two Black congress people, prominent lawyers and pastors of large Black South and West Side churches, including Michael Pfleger of St. Sabina and Byron Brazier of Apostolic Church of God.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Leadership consultant Sendhil Revuluri, who served on the school board under former mayor Lori Lightfoot, <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2026\/09\/30\/sendhil-revuluri-drops-out-of-chicago-school-board-president-race\/\" rel=\"\">dropped out of the race on Sept. 30<\/a>. But they differ broadly in their approaches \u2014 Biggs wants to focus on a better-functioning board, Henderson on offering an outsider perspective to issues like the budget crisis and charter fundings, and Dominguez is proposing big initiatives, such as increasing access to youth jobs.<\/p>\n<p>Only Dominguez is ruling out closing schools amid the <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2026\/01\/20\/chicago-public-schools-enrollment-kids-first-report\/\" rel=\"\">district\u2019s steady enrollment losses<\/a>, though the others say they would work with communities and move with deliberate care in weighing campus mergers. Henderson would consider opening more privately run charter schools and wants to see them better supported, while the others would further scrutinize existing charters.<\/p>\n<\/div>\n\n\n\n\n\t<div class=\"wpb_raw_code wpb_raw_html wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><side-chain src=\"https:\/\/projects.chalkbeat.org\/2026\/boe-candidate-profiles\/cards\/victor_p_henderson.html\"><\/side-chain><script src=\"https:\/\/projects.chalkbeat.org\/sidechain\/loader.js\"><\/script><\/p>\n\t\t<\/div>\n\t<\/div>\n\n<div class=\"wpb_text_column wpb_content_element\" >\n\t<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The hall leading into Henderson\u2019s downtown office is covered in framed newspaper articles about clients he has represented as a well-known defense attorney: actor Jussie Smollett, who was accused of allegedly faking a racist attack; Ald. William Beavers, who was <a href=\"https:\/\/www.wbez.org\/news\/2013\/03\/21\/jury-convicts-william-beavers-of-tax-evasion\" rel=\"\">convicted of tax evasion<\/a>; the Jackie Robinson West Little League, which was <a href=\"https:\/\/chicago.suntimes.com\/news\/2021\/4\/27\/22405899\/jackie-robinson-west-little-league-championship-stripped-lawsuit-settled-dismissed-coaches\" rel=\"\">stripped of its U.S. World Series championship title<\/a>; and a CPS principal who sued after being ousted by her Local School Council.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson is the only candidate in the race who doesn\u2019t have experience as an educator. But the 65-year-old\u2019s four grown children all attended CPS elementary schools in Beverly and selective enrollment high schools.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson is not only a lawyer, but also a former certified public accountant. He says he can read contracts, understand budgets, and take on powerful interests.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOn that board, you need the right combination of people,\u201d he said. \u201cYou have to have parents. You have to have principals. You have to have community members, but you also need to have lawyers and maybe doctors.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson became motivated to run for school board president after he got pulled onto what he calls the recovery board of Urban Prep Academies. At the time, in 2023, the school board was trying to close the charter school network after <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2022\/10\/26\/23425524\/chicago-public-schools-urban-prep-academy-for-young-men-charter-revoke\/\" rel=\"\">CPS\u2019 inspector general found \u201cdismal\u201d financial practices<\/a>, including unaccounted-for spending, taking high-interest loans, and needing cash advances. The founder and former CEO of Urban Prep was recently charged with <a href=\"https:\/\/www.wbez.org\/education\/2026\/04\/15\/former-charter-school-executive-tim-king-charged-with-stealing-more-than-100-000-from-urban-prep\" rel=\"\">embezzling more than $100,000 from the organization<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson chalks up Urban Prep\u2019s problems to a bad administration, but says the attempt to shut down the charter network, which serves almost exclusively Black male students, was wrongheaded. Urban Prep officials say they produce better academic outcomes than district-run schools for Black male students, who historically have lagged behind other student groups. \u201cYou don\u2019t have those students and their families suffer.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson was part of a group of Black men who rallied on behalf of Urban Prep. The charter organization sued CPS and was allowed to keep two schools open.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson says CPS needs to better support charter schools. He is sympathetic to the argument that charter school operators should receive a funding boost from CPS.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Henderson said he would commission a forensic audit. If it turns out that CPS needs additional revenue, he said he has the skill set to go to Springfield and make the case.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">He said he wants to serve because he cares deeply about education.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cMen who are educated are more likely to get married, have families. You feel better about yourself,\u201d he said. \u201cThe data shows that the more education you have, as a general rule, the more you make. Education is just transformational.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\"><a title=\"https:\/\/chicago.suntimes.com\/elections\/2026\/graphics\/chicago-school-board-education-voter-guide\/candidates\/victor-p-henderson\/\" href=\"https:\/\/chicago.suntimes.com\/elections\/2026\/graphics\/chicago-school-board-education-voter-guide\/candidates\/victor-p-henderson\/\" target=\"_blank\" rel=\"noopener\"><i>Read Henderson\u2019s full questionnaire<\/i>.<\/a><\/p>\n<\/div>\n\n\n\n\n\t<div class=\"wpb_raw_code wpb_raw_html wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><side-chain src=\"https:\/\/projects.chalkbeat.org\/2026\/boe-candidate-profiles\/cards\/jessica_biggs.html\"><\/side-chain><script src=\"https:\/\/projects.chalkbeat.org\/sidechain\/loader.js\"><\/script><\/p>\n\t\t<\/div>\n\t<\/div>\n\n<div class=\"wpb_text_column wpb_content_element\" >\n\t<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">School board member Jessica Biggs says her experience leading last year\u2019s search for the district\u2019s leader motivated her to run for president.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Biggs says she successfully secured buy-in from all board members on the job description for the superintendent after what she calls an \u201cauthentic\u201d process of gathering community feedback.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cSo that just showed me what was possible if there was leadership,\u201d she said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But the process fell apart after the candidates\u2019 names became public and one dropped out. Biggs said she believes what happened was driven by political divisions on the board, leaving her demoralized to such an extent that she decided she didn\u2019t want to run again as a board member.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThere were times when I very much wanted things to move forward, or be brought for a public vote, and was not able to do that,\u201d Biggs said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">To have the impact she was seeking, Biggs realized, she needed to take a lead in setting the board agenda. The way to do that was to run for board president, Biggs said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIf I was going to continue to spend my time on this board,\u201d Biggs said. \u201cit was important to me to be able to have that authority.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Biggs grew up in Wheaton, now lives in Douglas, and has one daughter, who attends a fine arts magnet school.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Biggs was one of three members elected in 2024 without the backing of <a href=\"https:\/\/www.wbez.org\/education\/chicago-school-board\/2024\/11\/05\/election-results-district-6-biggs-thotakura-smith-wallace\" rel=\"\">powerful interest groups<\/a>, including the Chicago Teachers Union and the Illinois Network of Charter Schools. She won her race with about 45% of the vote despite being massively outspent. On election night, she said she felt like people wanted independent board members. \u201cI feel really loved,\u201d she said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">She works for the Southwest Organizing Project, a community organization on the Southwest Side on an initiative that connects school communities with a range of services.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Biggs was fired as principal of a South Side elementary school in 2018 after an inspector general report found that she <a href=\"https:\/\/www.wbez.org\/education\/2018\/07\/13\/controversy-over-firing-of-popular-chicago-public-schools-principal\" rel=\"\">instructed staff to mark students as tardy<\/a> even if they missed much of the school day and had them pick children up in their cars without getting written permission from their parents.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">She was put on CPS\u2019 \u201cDo Not Hire\u201d list. But she was removed last year, after previous attempts to get off the list were denied. Biggs has contended that her firing was political.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In her two years on the board, she opposed some of the biggest measures pushed by mayor-appointed and CTU-aligned members. She held firm last year against the push to take a loan to avoid cuts. This summer, she voted against an amendment that reversed layoffs by assuming the <a href=\"https:\/\/www.wbez.org\/education\/chicago-school-board\/2026\/07\/30\/chicago-school-board-approves-budget-that-reverses-layoffs-but-counts-on-shaky-state-funds\" rel=\"\">state would provide more money for CPS<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Since she ran two years ago, she\u2019s gone from a \u201cno\u201d on school closings to leaving the question blank on our CPS School Board questionnaire. She says she doesn\u2019t think there is a yes-or-no answer.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI think this is a false dichotomy,\u201d Biggs said. \u201cThere are spaces in this district where kids\u2019 needs are being met by small schools, and there are spaces in this district where kids\u2019 needs are not being met by what we are offering in a school.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\"><a title=\"https:\/\/chicago.suntimes.com\/elections\/2026\/graphics\/chicago-school-board-education-voter-guide\/candidates\/jessica-biggs\/\" href=\"https:\/\/chicago.suntimes.com\/elections\/2026\/graphics\/chicago-school-board-education-voter-guide\/candidates\/jessica-biggs\/\" target=\"_blank\" rel=\"noopener\"><i>Read Biggs\u2019 full questionnaire<\/i>.<\/a><\/p>\n<\/div>\n\n\n\n\n\t<div class=\"wpb_raw_code wpb_raw_html wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><side-chain src=\"https:\/\/projects.chalkbeat.org\/2026\/boe-candidate-profiles\/cards\/hilario_dominguez.html\"><\/side-chain><script src=\"https:\/\/projects.chalkbeat.org\/sidechain\/loader.js\"><\/script><\/p>\n\t\t<\/div>\n\t<\/div>\n\n<div class=\"wpb_text_column wpb_content_element\" >\n\t<p>After months of speculation about the candidate the CTU might champion for the board\u2019s top job, the union settled on one of its own when it endorsed Dominguez, who left his job at the union before launching his campaign. Dominguez says he\u2019s unapologetic about his yearslong role as a union stalwart. The only presidential contender who worked as a full-time CPS teacher, he is also the husband of an assistant principal in the district.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Dominguez says his education advocacy goes back to his time as a student at Whitney Young Magnet High School, when he organized a walkout to protest budget cuts in 2010.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">A native of the Pilsen neighborhood, he worked as a special education teacher on the Southwest Side. He took two years off to focus on political campaigns, including his own <a title=\"https:\/\/blockclubchicago.org\/2018\/07\/19\/former-teacher-pilsen-native-announces-aldermanic-run-for-25th-ward-seat-held-by-solis\/\" href=\"https:\/\/blockclubchicago.org\/2018\/07\/19\/former-teacher-pilsen-native-announces-aldermanic-run-for-25th-ward-seat-held-by-solis\/\" target=\"_self\" rel=\"\">failed City Council bid<\/a>. He later helped organize an <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2019\/10\/31\/21121067\/chicago-s-teachers-union-and-city-reach-a-deal-ending-11-day-strike\/\" rel=\"\">11-day teacher strike in 2019<\/a>, when he was arrested with other union members holding a sit-in protest at the offices of the failed Lincoln Yards megaproject. Trespassing charges against him and the others were later dropped.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">After going to work for the CTU full-time in 2022, Dominguez also worked on Johnson\u2019s breakout campaign and on the candidacies of CTU-backed school board members in 2024. The union handily outspent well-resourced pro-school-choice groups in those races. It helped <a href=\"https:\/\/www.chalkbeat.org\/chicago\/2024\/11\/05\/school-board-election-results-2024\/\" rel=\"\">secure wins in three of nine contested races<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Dominguez said he has made more than 100 lobbying trips to Springfield over the years, \u201cmore than all my opponents put together.\u201d So far, though, the push to secure an influx of additional state revenue for schools has fallen flat. Dominguez says that as president, he would work to engage more families in lobbying and rally districts statewide.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">He is proposing offering free, full-day preschool to all city 3-year-olds through a partnership with private childcare centers and home-based daycares. He says the shift would drive economic development, boost the district\u2019s enrollment, and \u201cdo right by families\u201d by easing childcare costs.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Dominguez\u2019s other priorities are also closely aligned with the union\u2019s. He said he will push for better cafeteria food and the continued expansion of the Sustainable Community Schools program.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">He staunchly opposes any school closures, arguing that the district and city should instead use vacant space in \u201csupposed underutilized schools\u201d to expand services such as healthcare clinics and library branches.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWhen we talk about underenrolled schools, we should be clear that we\u2019re talking primarily about Black and brown students in Black and brown neighborhoods that deserve more investment and not punishment,\u201d he said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In 2021, Dominguez faced a complaint from a fellow teacher who claimed Dominguez made a Nazi salute, called him Hitler in front of students, and questioned that teacher\u2019s sexual orientation. The complaint was later withdrawn.
