The states do not have the authority to run such an investigation,\u201d the Homeland Security spokesperson said.<\/p>\n<p class=\"wp-block-paragraph\">The filings come after the city of Chicago has taken steps to establish a formal process for documenting and investigating alleged misconduct by federal immigration agents. <a href=\"https:\/\/blockclubchicago.org\/2026\/01\/31\/mayor-johnson-orders-police-to-document-alleged-immigrant-agents-crimes-for-possible-prosecution\/\" data-type=\"link\" data-id=\"https:\/\/blockclubchicago.org\/2026\/01\/31\/mayor-johnson-orders-police-to-document-alleged-immigrant-agents-crimes-for-possible-prosecution\/\" data-wpel-link=\"internal\">Mayor Brandon Johnson signed an executive order in January<\/a> directing the Chicago Police Department to document suspected violations by federal agents and lay groundwork for potential prosecution. <a href=\"https:\/\/news.wttw.com\/2026\/07\/17\/mayor-johnson-urging-midway-blitz-victims-file-reports-cpd-further-investigation\" target=\"_blank\" rel=\"external noopener noreferrer\" data-type=\"link\" data-id=\"https:\/\/news.wttw.com\/2026\/07\/17\/mayor-johnson-urging-midway-blitz-victims-file-reports-cpd-further-investigation\" data-wpel-link=\"external\">The department finalized a revised policy in July<\/a> requiring officers to take reports from people alleging federal agents\u2019 misconduct and track those complaints.<\/p>\n<p class=\"wp-block-paragraph\">The revised policy came after months of criticism that Johnson\u2019s order had not translated to actual investigations.<\/p>\n<p class=\"wp-block-paragraph\">The coalition is asking the Chicago Police Department to investigate the allegations and, where appropriate, pursue misdemeanor charges. For allegations that could constitute felonies, they want completed police investigations sent to Cook County State\u2019s Attorney Eileen O\u2019Neill Burke\u2019s office for prosecution.<\/p>\n<p class=\"wp-block-paragraph\">Burke\u2019s office said in a statement that it is \u201ccommitted to supporting these investigations, including the ongoing Illinois State Police investigation into the death of <a href=\"https:\/\/blockclubchicago.org\/2026\/03\/23\/ice-killed-a-man-outside-chicago-last-year-little-has-been-done-to-investigate\/\" data-type=\"link\" data-id=\"https:\/\/blockclubchicago.org\/2026\/03\/23\/ice-killed-a-man-outside-chicago-last-year-little-has-been-done-to-investigate\/\" data-wpel-link=\"internal\">Silverio Villegas Gonz\u00e1lez<\/a>, in accordance with our protocol,\u201d referring to a man shot and killed by a federal immigration agent during a traffic stop last September in Franklin Park.<\/p>\n<p class=\"wp-block-paragraph\">\u201cNo one is above the law \u2014 including federal agents \u2014 and the [Cook County state\u2019s attorney\u2019s office] will not hesitate to prosecute any case when it is supported by the evidence and the law,\u201d the statement said.<\/p>\n<p class=\"wp-block-paragraph\">A Chicago Police Department spokesperson said in a statement that the department will review the reports \u201cto determine whether there was a violation of local or state law. They have never contacted me for an interview to explain what happened that day.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Homeland Security spokesperson said Exum has been placed on administrative leave. The agency also claimed that Martinez and another driver \u201cambushed\u201d federal agents with their cars, which \u201cforced\u201d officers to \u201cdeploy their weapons and fire defensive shots.\u201d<\/p>\n<p class=\"wp-block-paragraph\">After the shooting, the department initially said Martinez and another driver \u201crammed\u201d a Border Patrol vehicle, which \u201cforced\u201d officers to \u201cdeploy their weapons and fire defensive shots.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The feds also claimed Martinez had a gun, but charging documents never mentioned her being armed. The incident was <a href=\"https:\/\/www.youtube.com\/watch?v=0euW_3vqKZw&amp;rco=1\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\">captured on video<\/a> by witnesses.<\/p>\n<p class=\"wp-block-paragraph\">The Homeland Security spokesperson said Figueroa used her car to \u201cram\u201d an agent\u2019s vehicle, leading officers to try to remove her from her car.<\/p>\n<p class=\"wp-block-paragraph\">\u201cShe violently resisted, kicking two agents and causing injuries. This agitator was arrested for assault on a federal agent,\u201d the spokesperson said. Charges were not filed against Figueroa, according to court records.<\/p>\n<p class=\"wp-block-paragraph\">Figueroa said the masked, armed agents who stopped her never identified themselves and never told her why she was stopped.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI was unarmed and cooperating. Even so, I was beaten, handcuffed and taken from one detention facility to another without knowing who they were, where they were taking me or what was going to happen to me,\u201d Figueroa said Monday. \u201cI was never arrested. I was never charged with any offense. I never received an explanation. I never received an apology. This was an assault and a kidnapping of a U.S. citizen.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Berto Aguayo, a lawyer who said he filed a police report over being teargassed by agents in Brighton Park <a href=\"https:\/\/blockclubchicago.org\/2025\/10\/05\/federal-agents-shoot-woman-in-brighton-park-causing-tense-scene-with-protesters\/\" data-type=\"link\"
