Federal funds are distributed through Title I and II of the <\/span><a href=\"https:\/\/www.dol.gov\/agencies\/eta\/wioa\"><span style=\"font-weight: 400;\">Workforce Innovation and Opportunity Act (WIOA)<\/span><\/a><span style=\"font-weight: 400;\"> and managed by the Illinois Community College Board (ICCB), which awards grants to local programs.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The state contributes roughly half of the <\/span><a href=\"https:\/\/www.migrationpolicy.org\/sites\/default\/files\/publications\/mpi-nciip_adult-ed-funding-2026-final.pdf\"><span style=\"font-weight: 400;\">funds for adult education,<\/span><\/a><span style=\"font-weight: 400;\"> with the federal government funding the rest. Illinois programs apply for funding from ICCB through a grant application.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">That reliance, advocates say, has left programs vulnerable to changes in federal funding as needs for adult education services rise.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/www.migrationpolicy.org\/sites\/default\/files\/publications\/mpi-nciip_adult-ed-funding-2026-final.pdf\"><span style=\"font-weight: 400;\">Around 27.6 million people<\/span><\/a><span style=\"font-weight: 400;\"> in the U.S. have limited proficiency in English as of 2023 \u2014\u00a0nearly doubling since 1990. Most are immigrants, some are U.S.-born individuals. Yet <\/span><a href=\"https:\/\/www.migrationpolicy.org\/sites\/default\/files\/publications\/mpi-nciip_adult-ed-funding-2026-final.pdf\"><span style=\"font-weight: 400;\">an analysis from the Migration Policy Institute<\/span><\/a><span style=\"font-weight: 400;\"> found that programs that receive federal funding meet less than 5% of the need for adult English instruction across the country.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For fiscal year 2027, Trump\u2019s budget proposal <\/span><a href=\"https:\/\/www.hklaw.com\/en\/insights\/publications\/2026\/04\/a-summary-of-the-us-department-of-education\"><span style=\"font-weight: 400;\">requests no funding for adult education<\/span><\/a><span style=\"font-weight: 400;\"> within the Education Department, compared to $729.2 million allocated in fiscal year 2025. <\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While Congress approved funds for programs\u2019 2027 fiscal year, Dolnick said it has left providers rethinking how they \u201cfigure out a way forward.\u201d\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cThe federal funding isn\u2019t doing it,\u201d she said.\u00a0<\/span><\/p>\n<h1 id=\"the-classroom-strain\"><span style=\"font-weight: 400;\">The classroom strain<\/span><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/h1>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Adult education programs across Illinois are still feeling the effects.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Erie Neighborhood House, a Chicago-based organization offering support for immigrant and low-income families for over a century, was forced to downsize their own adult education program, which consists of ESL, GED, job training and citizenship courses.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Mosqueda, who worked at Erie for 25 years, says the organization has cut two of its instructors in the last year since the federal government withheld funds. We want them to advocate for themselves, to try and get more,\u201d he said. \u201cOnce they become citizens, what\u2019s next? . . . I want them to get the education to pursue a happy life, to pursue the happiness that this country promised.\u201d<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">But others like Brian Kopinski, integrated English and workforce development manager at PODER, say the organization has not experienced any significant federal budget cuts specifically related to adult education, but has lost funding in the form of new grants for supportive programs that were awarded and later rescinded.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While funding is secured for the next year, he worries that volatility from the federal government could create another situation where federal funds are withheld from adult education programs across the U.S.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">He says about a third of the organization\u2019s funding comes from ICCB grants.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cThat is what sustains most of our classes,\u201d he said. \u201cThat big chunk is politically vulnerable and puts more of a need on the other sources that we can find since there are not any sources from the city itself for adult education.\u201d\u00a0<\/span><\/p>\n<\/div>\n\n\n\n\n\t<div class=\"wpb_raw_code wpb_raw_html wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/29410388\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/29410388\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\t\t<\/div>\n\t<\/div>\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone flex_gap_desktop_10px \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t<div id=\"fws_6a68e3583e366\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row\"  style=\"padding-top: 0px; padding-bottom: 0px; \"><div class=\"row-bg-wrap\" data-bg-animation=\"none\" data-bg-animation-delay=\"\" data-bg-overlay=\"false\"><div class=\"inner-wrap row-bg-layer\" ><div class=\"row-bg viewport-desktop\"  style=\"\"><\/div><\/div><\/div><div class=\"row_col_wrap_12 col span_12 dark left\">\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone flex_gap_desktop_10px \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-8 wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n<div class=\"wpb_text_column wpb_content_element \" >\n\t<h1 id=\"the-fight-for-protection\"><span style=\"font-weight: 400;\">The fight for protection\u00a0<\/span><\/h1>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">As a result of previous threats to funding and ongoing concerns regarding the uncertainty of federal funds in the adult education space, PODER, Erie Neighborhood House and other local organizations offering adult education programs have formed a coalition to educate others about funding sources, and develop alternative funding strategies.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cIt\u2019s part of the larger thing we\u2019re doing in our coalition right now,\u201d Kopinski said, \u201cto educate around how funding works for us through the federal government for adult education.\u201d<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Keighty Ward, community literacy program director at Literacy Works, along with Dolnick, leads the Coalition to Sustain Adult Education, which consists of different community-based organizations looking to protect adult education programs.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The organizations say they hope to continue the long-standing legacy of adult education classes in the city and state.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cWe think of it in a way that the folks who are served by adult education are your residents and by starting them with adult education programs, language and basic education, you are able to lift them up and get them access to services,\u201d Kopinski said.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The aim, Kopinski says, is to educate elected officials, philanthropic organizations and funders about the lack of funding, and the risk it poses to these programs.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cYou\u2019re helping someone who has a kid in school who can\u2019t talk with their teacher, but now maybe you can advocate for your kid a little more.\u201d he said. \u201c[These programs] can put them on a pathway to a better job. It really just does contribute so much to the community.\u201d<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The coalition is working with elected officials, including Sen. Graciela Guzm\u00e1n, to connect with other lawmakers and raise awareness about how the federal government funds adult education programs.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Guzm\u00e1n said this work is critical as thousands of immigrants rely on adult education programs to build community and better navigate systems in their new country.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cI see a large portion of our community that is still struggling to do things like reading medical labels, reading vital paperwork, being able to understand important notices,\u201d she said. \u201cIf you\u2019re not able to do those things, that means that your lens in terms of what you can access and how you\u2019re communicated with, is severely restricted.\u201d<\/span><\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs It amends the Adult Education Act and Public Community College Act to acknowledge the uncertainty of funding in the adult education space.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The bill separates state-funded adult education programs from federal law, helping prevent disruptions to funding for Illinois adult education programs.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cThat is really important because if the federal government does decide to make further restrictions upon the federal money that helps fund these programs in the state, we want to make sure that we are not limiting who can access what,\u201d Guzm\u00e1n said.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The coalition is also working to train and recruit students to participate in advocacy efforts \u2014 ensuring that adult learners have the opportunity to speak on the future of adult education programs.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cThis is a real crisis,\u201d Dolnick said. \u201cBut it\u2019s also a big opportunity for the state to address long-standing needs that were not being addressed by the way that we fund adult education now.\u201d<\/span><\/p>\n<p style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">Tara Mobasher is Borderless Magazine\u2019s newsletter writer and reporter.
