The temporary freeze impacted five states, including Illinois.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While the funds have not been permanently cut, advocates say the <\/span><a href=\"https:\/\/gov-pritzker-newsroom.prezly.com\/governor-pritzker-blasts-trumps-partisan-freeze-to-crucial-child-care-and-family-assistance-programs\"><span style=\"font-weight: 400;\">impact extends beyond<\/span><\/a><span style=\"font-weight: 400;\"> cases like Bermeo\u2019s \u2014 leaving some families in limbo and threatening day care centers that rely on federal funds.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cWe are feeling a lot of frustration,\u201d said Alice Dryden, a child care worker at the Mary Crane Center. \u201cIt makes it very hard to plan for the future. We are so aware that if the freeze goes through, everything may change.\u201d<\/span><\/p>\n<h1 id=\"a-funding-freeze\"><span style=\"font-weight: 400;\">A funding freeze<\/span><\/h1>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The temporary federal freeze threatened $1 billion in funding for child care programs in Illinois, including:\u00a0<\/span><\/p>\n<ul style=\"font-weight: 400;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the Child Care and Development Fund (CCDF),<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the Temporary Assistance for Needy Families (TANF)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">and the Social Services Block Grant.\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=105552\"><span style=\"font-weight: 400;\">CCDF<\/span><\/a><span style=\"font-weight: 400;\"> allocates money to states for low-income families to pay for child care while <\/span><a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=30358\"><span style=\"font-weight: 400;\">TANF<\/span><\/a><span style=\"font-weight: 400;\"> provides temporary financial assistance and support services to pregnant women and families with one or more dependent children. The <\/span><a href=\"https:\/\/acf.gov\/ocs\/programs\/ssbg\"><span style=\"font-weight: 400;\">Social Services Block Grant<\/span><\/a><span style=\"font-weight: 400;\"> offers state funding to support different social services, like child care and food pantries.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/www.cnn.com\/2026\/01\/05\/us\/minnesota-child-care-fraud-investigation\"><span style=\"font-weight: 400;\">The freeze followed unsubstantiated claims<\/span><\/a><span style=\"font-weight: 400;\"> of fraud within Minnesota day care centers, which led the Trump administration to request years of extensive documentation about the programs\u2019 beneficiaries before restoring funds.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On Jan. 6, <\/span><a href=\"https:\/\/capitolcitynow.com\/wp-content\/blogs.dir\/284\/files\/2026\/01\/scans@sagacomit.com_20260119_083133.pdf\"><span style=\"font-weight: 400;\">Illinois received three letters<\/span><\/a><span style=\"font-weight: 400;\"> detailing the documents required to lift the funding freeze. Each letter cited concerns that the state was providing benefits to undocumented immigrants.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Illinois Attorney General Kwame Raoul joined a <\/span><a href=\"https:\/\/illinoisattorneygeneral.gov\/News-Room\/Current-News\/ACF1.8.26.pdf?language_id=1\"><span style=\"font-weight: 400;\">lawsuit with four other states on Jan. 8,<\/span><\/a><span style=\"font-weight: 400;\"> stating that the freeze came with no real proof of fraud. A judge granted them two temporary restraining orders, the last of which expired on Feb. 6.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The states were then <\/span><a href=\"https:\/\/abc7chicago.com\/post\/judge-blocks-president-donald-trumps-10b-child-care-funding-freeze-targeted-blue-states-including-illinois\/18556490\/\"><span style=\"font-weight: 400;\">granted a preliminary injunction,<\/span><\/a><span style=\"font-weight: 400;\"> which will be in place until the court decides the legality of the freeze. J.B. Pritzker said at a press conference in January. \u201cWe\u2019re continuing to accept funding from the federal government because they\u2019ve been pushed back by the court. And we are doing everything we can to fund at the state level to continue to allow people to get child care and early childhood education.\u201d\u00a0<\/span><\/p>\n<h1 id=\"more-barriers-to-federal-support\"><span style=\"font-weight: 400;\">More barriers to federal support\u00a0<\/span><\/h1>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Despite the freeze being blocked, some child care centers, immigrant child care workers and families have already been impacted.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stephanie Schmit, director of child care and early education at the Center for Law and Social Policy (CLASP), said that Illinois experienced funding delays \u2014 having to continuously defend its need for resources to the federal government.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cA lot of these checks and balances are already within the CCDF system that require states, in advance of even being approved to receive the resources, to explain how they are going to use the money,\u201d she said. \u201cAnother layer on top of many layers that already exist in the program is required for states to justify their spending for the program to access the federal dollars.\u201d<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">States use these funds to fund child care subsidies \u2014 financial aid that helps families pay for child care \u2014 to boost the overall quality of child care across each state, according to Schmit.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cOur biggest hope is that there continues to be funding for child care and early education that is not disrupted,\u201d Schmit said. \u201cAnd that immigrant children and families are able to access care in ways that best meets their needs and is not driven by fear.\u201d\u00a0<\/span><\/p>\n<h1 id=\"lasting-effects\"><span style=\"font-weight: 400;\">Lasting effects<\/span><\/h1>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For Bermeo, a potential freeze could be detrimental to her work life, finances and her daughter\u2019s everyday routine.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Bermeo\u2019s daughter is receiving early intervention services at Concordia Place on Whipple,\u00a0a child care program on the North Side.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">She said that without funds from the federal government, Concordia Place would have difficulty operating and she may need to find this support elsewhere, outside of her regular work hours.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cI would have to work around my work schedule to figure out a way for her to have those interventions and manage without having them at the day care,\u201d she said.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Nearly 54% of families at Concordia Place utilize CCAP to afford child care.
