But recent changes to the program have led<a href=\"https:\/\/borderlessmag.org\/2026\/02\/02\/snap-refugees-ch\u2026migrant-families\/\"> some beneficiaries to question whether they could get SNAP benefits for much longer.<\/a><\/p>\n<p>Starting Feb.1, <a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=174038\">adults between the ages of 18 and 64 <\/a>must be working or volunteering a minimum of 80 hours per month to qualify for SNAP benefits following<a href=\"https:\/\/www.fns.usda.gov\/snap\/obbb-implementation\"> President Donald Trump\u2019s \u201cOne Big Beautiful Bill Act.\u201d\u00a0<\/a><\/p>\n<p>This means over 340,000 people in Illinois could lose food benefits if they cannot meet work requirements or qualify for an exemption, and around 14,000 legally present immigrants in Illinois are at risk of losing their SNAP benefits due to eligibility changes, according to the Illinois Department of Human Services (IDHS).<\/p>\n<\/div>\n\n\n\n\n\t\t<div id=\"fws_69d24de5c00ab\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row vc_row-o-equal-height vc_row-flex vc_row-o-content-middle large top_margin_20px bottom_margin_20px\"  style=\"padding-top: 0px; \" class=\"vc_col-sm-5 wpb_column column_container vc_column_container col child_column neg-marg no-extra-padding inherit_tablet inherit_phone \"   data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t\n\t<div class=\"wpb_raw_code wpb_raw_html wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<div class=\"_form_1\"><\/div><script src=\"https:\/\/borderlessmag.bluelena.io\/f\/embed.php?id=1\" charset=\"utf-8\"><\/script>\n\t\t<\/div>\n\t<\/div>\n\n\t\t<\/div> \n\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\n<div class=\"wpb_text_column wpb_content_element \" >\n\t<p>Some local organizations and food pantries have been working to help beneficiaries prepare for this potential loss in assistance.<\/p>\n<p>\u201cThe [Greater Chicago] Food Depository is in close communication with our network of partner food pantries and programs throughout Cook County,\u201d GCFD Manager of Communications Camerin Mattson said. \u201cWe will do everything in our power to make sure food is available for anyone who visits a local pantry.\u201d<\/p>\n<p>Meanwhile, Illinois leaders are working to help beneficiaries learn about these changes in work requirements and understand their options.<\/p>\n<p>\u201cNo one in Cook County should have to choose between buying medicine, paying rent or putting food on the table,\u201d President of the Cook County Board of Commissioners Toni Preckwinkle said in a press conference last month.<\/p>\n<p>As new changes for SNAP beneficiaries begin this month, Borderless Magazine breaks down who&#8217;s eligible, what to know about these changes and what beneficiaries can do now.<\/p>\n<h2 id=\"what-is-snap\">What is SNAP?<\/h2>\n<p><a href=\"https:\/\/www.fns.usda.gov\/snap\/supplemental-nutrition-assistance-program\">SNAP<\/a>, or food stamps, provides cash assistance for low-income families to buy groceries. Roughly <a href=\"https:\/\/www.ers.usda.gov\/data-products\/chart-gallery\/chart-detail?chartId=55416\">42 million people across the country benefit from SNAP.\u00a0<\/a><\/p>\n<p>\u201cSNAP is our nation\u2019s frontline defense against hunger,\u201d Mattson said. \u201cSNAP benefits spent at local businesses also help keep grocery stores open, create jobs and generate tax revenue that supports local communities.\u201d<\/p>\n<p>An individual\u2019s eligibility for SNAP and the decided amount is <a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=30357\">dependent on income, expenses and the number of people<\/a> who live and eat together within a household.<\/p>\n<p>Beneficiaries may only use SNAP funds to purchase food products or seeds and plants to produce food. <a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=30357\">The cash assistance<\/a> can not be used to buy hot, ready-to-eat foods, vitamins, medicine, pet foods, alcoholic beverages, tobacco or any nonfood items.<\/p>\n<h2 id=\"what-are-the-new-snap-work-requirements\">What are the new SNAP work requirements?<\/h2>\n<p>Adults between the ages of 18 and 64 without dependents under 14 are required to be working or volunteering a minimum of 80 hours per month to qualify for SNAP benefits, under the new work requirements.<\/p>\n<p>To meet the new <a href=\"https:\/\/www.dhs.state.il.us\/OneNetLibrary\/27897\/documents\/SNAP\/IDHS%20SNAP%20One-Pager%20(Updated%20Image)%2008202025bA11Y.pdf\">requirements,<\/a> IDHS says beneficiaries must:<\/p>\n<ul>\n<li aria-level=\"1\">Work \u2014 unpaid or paid \u2014 an average of 20 hours per week;<\/li>\n<li aria-level=\"1\">Volunteer with a SNAP Employment and Training activity like basic education, vocational training, work experience, community workfare or Earnfare; or<\/li>\n<li aria-level=\"1\">Do self-initiated community service with a community-based organization for an average of 20 hours per week; or<\/li>\n<li aria-level=\"1\">Do any combination of the three.<\/li>\n<\/ul>\n<p>Anyone who does not meet these new requirements will <a href=\"https:\/\/www.dhs.state.il.us\/page.aspx?item=176106#\">only be eligible<\/a> for three months of SNAP benefits in a three-year period.<\/p>\n<p>After three months, those who still do not meet the work requirements will lose their SNAP benefits. <a href=\"https:\/\/www.dhs.state.il.us\/OneNetLibrary\/27897\/documents\/SNAP\/IDHS%20SNAP%20One-Pager%20%28Updated%20Image%29%2008202025bA11Y.pdf\">They will not be able to apply again for three years,<\/a> but can become eligible to receive benefits again if they work the required hours or participate in a training activity for 30 days.<\/p>\n<p>Beneficiaries can see whether they qualify for an exemption <a href=\"https:\/\/aberp.illinois.gov\/screener\/ABAWD?lang=EN\">here<\/a>.<\/p>\n<h2 id=\"what-are-other-upcoming-changes\">What are other upcoming changes?<\/h2>\n<p>Beginning April 1, refugees, asylees and other people granted humanitarian protections who previously qualified for SNAP will no longer be eligible.<\/p>\n<p>After April 1<a href=\"https:\/\/www.endhungerillinois.org\/snap-requirements\">, only the following<\/a> immigration statuses will be eligible:<\/p>\n<ul>\n<li aria-level=\"1\">Lawful Permanent Residents (green card holders),<\/li>\n<li aria-level=\"1\">Cuban and Haitian entrants and<\/li>\n<li aria-level=\"1\">Individuals lawfully residing in the U.S. in accordance with a Compact of Free Association (COFA).<\/li>\n<\/ul>\n<p>IDHS is <a href=\"https:\/\/www.dhs.state.il.us\/OneNetLibrary\/27897\/documents\/SNAP\/IDHS%20SNAP%20One-Pager%20(Updated%20Image)%2001122026A11Y.pdf\">not currently implementing<\/a> these federal changes as Illinois is involved in an <a href=\"https:\/\/illinoisattorneygeneral.gov\/News-Room\/Current-News\/01%20-%20Complaint.pdf?language_id=1\">ongoing lawsuit<\/a> against the Trump administration over the removal of SNAP benefits from noncitizens.<\/p>\n<p>\u201cIDHS is reviewing newly issued federal guidance to determine next steps and impacts on Illinois\u2019 noncitizen SNAP participants,\u201d IDHS stated on its <a href=\"https:\/\/www.dhs.state.il.us\/?item=174038\">website<\/a>. \u201cIDHS will continue sharing updates as soon as more information becomes available.\u201d<\/p>\n<h2 id=\"what-can-beneficiaries-do-now\">What can beneficiaries do now?<\/h2>\n<p><a href=\"https:\/\/www.dhs.state.il.us\/OneNetLibrary\/27897\/documents\/SNAP\/IDHS%20SNAP%20One-Pager%20%28Updated%20Image%29%2008202025bA11Y.pdf\">IDHS suggests<\/a> that beneficiaries keep their benefit information up to date, report any household changes in income or dependents and verify that they receive the correct monthly SNAP amount based on their approval notice.<\/p>\n<p>In addition to federally funded programs, food assistance is available through <a href=\"https:\/\/borderlessmag.org\/2025\/11\/24\/chicago-free-food-pantry-groceries-hot-meals-cook-county-snap-inflation\/\">local food pantries and mutual aid groups that host food distribution events.<\/a><\/p>\n<p><i>Tara Mobasher is Borderless Magazine\u2019s newsletter writer and reporter.
