In response, the Trump administration said it would <a href=\"https:\/\/www.npr.org\/2025\/11\/03\/nx-s1-5596121\/snap-food-benefits-trump-government-shutdown\">agree to only pay half the amount beneficiaries usually get and the payment would be delayed weeks or even months.<\/a><\/p>\n<p>Experts say the shutdown will have the greatest impact on low-income families.<\/p>\n<p>\u201cThese are individuals who are living paycheck to paycheck \u2014 veterans, older adults, people with disabilities \u2014 who are counting on this fund,\u201d Gina Plata-Ni\u00f1o, interim director for SNAP at the Food Research and Action Center, told <a href=\"https:\/\/www.cbsnews.com\/news\/federal-food-aid-govenrment-shutdown\/\">CBS News<\/a>.<\/p>\n<p>For immigrants, however, <a href=\"https:\/\/www.migrationpolicy.org\/content\/immigrants-public-benefits-us#:~:text=Unauthorized%20immigrants%20are%20generally%20ineligible%20for%20all,eligibility%20requirements%20that%20naturally%20restrict%20immigrant%20access.\">accessing federal aid is challenging<\/a>. Republicans, who hold a majority in both the Senate and the House of Representatives, have failed to garner enough support in the Senate to pass legislation reopening the government.<\/p>\n<p>Democrats have called for the bill to reverse Trump\u2019s cuts to Medicaid, a health program that serves low-income, disabled and elderly people. They have also called for the extension of tax credits that make health insurance more affordable for millions of Americans. The Affordable Care Act subsidies are set to expire at the end of the year.<\/p>\n<p>Republican leaders said they are <a href=\"https:\/\/thehill.com\/homenews\/senate\/5580101-democrats-republicans-negotiate-aca-subsidies\/\">unwilling to make concessions<\/a> on specific healthcare plans.<\/p>\n<p>The shutdown has created uncertainty for several federally funded programs and workers across the country. Around <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-09\/61773-Government-Shutdown.pdf\">750,000 employees are on unpaid leave nationwide.<\/a><\/p>\n<p>The final vote <a href=\"https:\/\/www.cbsnews.com\/live-updates\/government-shutdown-latest-senate-republicans-vance\/\">failed to move forward<\/a> for the 13th time last month.<\/p>\n<h2 id=\"what-federal-assistance-programs-will-be-impacted\">What federal assistance programs will be impacted?<\/h2>\n<p>Key federal assistance programs are <a href=\"https:\/\/wtop.com\/national\/2025\/10\/when-the-government-shutdown-will-affect-snap-head-start-and-military-pay\/\">running out of funds<\/a> as the shutdown continues into November. Millions of low-income families who rely on assistance programs are now facing uncertainty with a looming lack of federal funding.<\/p>\n<p>The following benefits could be affected by the shutdown: <b>\u00a0<\/b><\/p>\n<p><b>Supplemental Nutrition Assistance Program (SNAP)<\/b><\/p>\n<p>Millions of Americans are preparing for cuts to SNAP benefits. The program has been critical to food assistance in low\u2013income families, but some states have begun warning those who rely on SNAP that there will be <a href=\"https:\/\/www.cbsnews.com\/news\/government-shutdown-snap-benefits-delayed-usda\/\">\u201cinsufficient funds\u201d<\/a> to pay full November SNAP benefits.<\/p>\n<p>SNAP serves approximately 42 million low-income individuals, providing them with monthly funds to purchase groceries. Approximately <a href=\"https:\/\/www.ers.usda.gov\/topics\/food-nutrition-assistance\/supplemental-nutrition-assistance-program-snap\/key-statistics-and-research\">12% of the U.S.<\/a> population received benefits from the federal food assistance program, SNAP, in 2024. But as the government shutdown continues, <a href=\"https:\/\/www.axios.com\/local\/chicago\/2025\/10\/22\/illinois-snap-wic-funding-shutdown-risk\">1.9 million people in Illinois could lose SNAP benefits.<\/a><\/p>\n<p>\u201cThe government has deemed all immigration enforcement to be an essential priority,\u201d said Aimee Mayer-Salins, managing appeals attorney at Amica Center for Immigrant Rights. \u201cMeanwhile, a lot of Americans can\u2019t even figure out where their next meal is coming from because of the government shutdown.\u201d<\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> including California, New York and Illinois <a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/court-filings\/commonwealth-of-massachusetts-v-united-states-department-of-agriculture-complaint-2025.pdf\">sued the Trump administration<\/a> last week over the withholding of funds from SNAP, claiming the move was unlawful. The Department of Agriculture <a href=\"https:\/\/www.cbsnews.com\/news\/snap-food-stamps-lawsuit-25-states-trump-administration\/\">declined to pull from around $5 billion<\/a> in contingency funds to continue the program despite the shutdown.<\/p>\n<p><a href=\"https:\/\/apnews.com\/live\/donald-trump-news-updates-11-3-2025\">The Trump administration announced Monday<\/a> that it will partially fund SNAP following a ruling by two judges last week, requiring the government to continue funding the program. Officials said payment will be delayed and could take weeks or even months.<\/p>\n<p><b>Women, Infants and Children (WIC)\u00a0\u00a0<\/b><\/p>\n<p>Similarly, the Special Supplemental Nutrition Program for Women, Infants and Children provides free, healthy foods, breastfeeding support, nutrition education and health resources to new mothers and families.<\/p>\n<p>Currently, federal funds can keep <a href=\"https:\/\/www.politico.com\/news\/2025\/11\/03\/trump-quietly-funds-wic-moms-babies-food-aid-00633444\">WIC functioning for another two to three weeks<\/a>. However, seven million people could lose access <a href=\"https:\/\/www.axios.com\/local\/chicago\/2025\/10\/22\/illinois-snap-wic-funding-shutdown-risk\">if the shutdown continues.<\/a><\/p>\n<p>With millions of families at risk of losing funding, WIC officials urged Congress to reach a resolution before funding runs out.<\/p>\n<p>\u201cWithout a swift resolution, millions of pregnant women, new mothers, infants, and young children could lose access to the nutritious foods and health support they need,\u201d the <a href=\"https:\/\/www.reuters.com\/business\/environment\/us-states-warn-food-aid-benefits-will-halt-if-federal-shutdown-drags-2025-10-23\/\">National WIC Association<\/a> said in a statement.<\/p>\n<p><b>Medicare and Medicaid<\/b><\/p>\n<p>Medicare or Medicaid coverage won\u2019t be directly impacted by the government shutdown, but with fewer government workers, processing requests could potentially impact care.<\/p>\n<p><a href=\"https:\/\/apnews.com\/article\/telehealth-virtual-medicare-government-shutdown-congress-37a4aaa97ed4ed2e81330eda0d8eb908\">Telehealth services, which are offered to people on Medicare<\/a> and developed during the pandemic to allow patients to see doctors from home, expired shortly after the shutdown.<\/p>\n<p><b>Head Start\u00a0<\/b><\/p>\n<p>Head Start serves children younger than six from low-income families and provides free support services, including early education, health screenings, and nutritious meals. The 60-year-old education program is facing budget constraints because of the government shutdown.<\/p>\n<p>The program has <a href=\"https:\/\/headstart.gov\/program-data\/article\/head-start-program-facts-fiscal-year-2024#:~:text=The%20Head%20Start%20program%20promotes,and%20family%20child%20care%20homes.\">served over 40 million children and families<\/a> since its start in 1965. <a href=\"https:\/\/www.nytimes.com\/2025\/10\/27\/us\/politics\/trump-shutdown-snap-food-stamps-aid.html\">Over 65,000 children and families<\/a> across the country will need to find alternative childcare options as the shutdown continues into November.<\/p>\n<p><a href=\"https:\/\/chicago.suntimes.com\/education\/2025\/10\/28\/chicago-area-head-start-programs-spared-from-government-shutdown-until-december-snap-project-2025-november-1\">While Chicago-area programs are currently safe,<\/a> funds for those overseen by the city of Chicago are expected to run out by Dec. 1.<\/p>\n<p><i>Editor\u2019s note [11\/04]: We\u2019d like to hear from you if you rely on benefits like SNAP, Head Start, WIC or Medicaid and are experiencing the impact of the government shutdown.
