Jesus \u201cChuy\u201d Garcia, Delia Ramirez, Jonathan Jackson, Danny Davis, Sean Casten, Raja Krishnamoorthi and Janice Schakowsky co-sponsored the bill.<\/p>\n<aside class=\"scaip scaip-1 \"><\/aside>\n<p>In Chicago, members of the 12th police district council have also called for local measures banning agents from wearing face masks while working in the city.<\/p>\n<p>The call comes as masked federal agents have been seen making <a href=\"https:\/\/borderlessmag.org\/2025\/06\/03\/ice-arrests-chicago-immigration-court-trump-detention-immigration-custom-enforcement\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-wpel-link=\"internal\">arrests at immigration courts<\/a>, during <a href=\"https:\/\/blockclubchicago.org\/2025\/06\/04\/ice-mass-arrest-sparks-chaos-in-south-loop-as-activists-fight-to-disrupt-operation\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-wpel-link=\"internal\">routine immigration check-ins<\/a> and in raids in the city, a trend seen nationwide. California state lawmakers have proposed similar state legislation that has yet to be approved. A bill <a href=\"https:\/\/velazquez.house.gov\/sites\/evo-subsites\/velazquez.house.gov\/files\/evo-media-document\/police-not-ice-text.pdf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\">banning immigration officers from wearing any clothing that says the word police<\/a> has also been introduced to the U.S. Congress.<\/p>\n<p>\u201cICE agents are wearing masks, hiding their identities and abducting people off the streets with no warrants. That\u2019s not law enforcement \u2014 it\u2019s a rogue operation, and it must be stopped. That\u2019s why I support legislation addressing this issue,\u201d Garcia said in an emailed statement.<\/p>\n<p>Elected officials have repeatedly condemned the presence of masked ICE agents, saying they are sowing fear and confusion across Chicago communities.<\/p>\n<p>\u201c[President Donald] Trump and [Homeland Security Secretary Kristi] Noem\u2019s directive to deploy masked, unidentified agents into our communities has created terror and enabled violations of our civil rights and personal safety. We need to rein in the Administration\u2019s abuses of power that make us all less safe,\u201d Ramirez, a co-sponsor of the No Secret Police Act, said in a written statement.<\/p>\n<p>In Chicago, masked agents have also engaged with organizers who protested arrests outside the Chicago immigration court, 55 E. Monroe St. At least <a href=\"https:\/\/blockclubchicago.org\/2025\/06\/18\/protesters-detained-by-ice-outside-immigration-court-organizers-say\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-wpel-link=\"internal\">three protesters were detained<\/a> on June 16, said Leonardo Quintero, 12th police district council member.<\/p>\n<p>Locally, the district council members representing the Near West police district are calling on the city to ban federal agents from wearing masks and enforcing \u201cidentification standards\u201d for anyone operating as law enforcement, according to a letter sent to Mayor Brandon Johnson and Chicago Police Supt. Larry Snelling June 24.<\/p>\n<p>\u201cAt a very minimum, we need to know exactly who they are as they approach any resident. That is: no mask and having an identifiable agency [tag], as well as a badge or name tag,\u201d said Quintero, who signed the letter. Near West district council members Michelle Quintero and Chloe Vitale co-signed.<\/p>\n<p>Mayor Johnson\u2019s office and the Chicago Police Department did not respond to Block Club\u2019s requests for comment.<\/p>\n<p>Quintero said the measure is necessary to allow the public or anyone detained can to hold officers accountable in cases of brutality or other rights violations.<\/p>\n<aside class=\"scaip scaip-2 \">\n<div class=\"newspack_global_ad scaip-2 fixed-height\">\n<div id=\"div-gpt-ad-73f736f887-0\" data-google-query-id=\"CNmvjcixq44DFZfcGAId4kcPTA\">\n<div id=\"google_ads_iframe_\/22997378029\/newspack-in-article-2-6511c2970b70d_1__container__\">Chicago organizers have described masked agents without badges who refuse to show credentials or identify themselves when detaining or confronting them, Quintero said. ICE agents have also been reported to use tinted, unmarked vehicles during immigration-related arrests, members of the Near West police district council wrote.<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>ICE did not respond to Block Club\u2019s request for comment.<\/p>\n<p>Immigrant rights leaders and experts have sounded the alarm on these tactics, which they have said are meant to intimidate immigrants, reduce accountability and could endanger the public.<\/p>\n<p>The presence of masked ICE agents, concealing their identities and forcibly disappearing people across the country has created fear among immigrants and citizens, said Adam Goodman, associate professor for the departments of history and Latin American studies at the University of Illinois Chicago.<\/p>\n<p>\u201cIt is reason for incredible concern and it can lead to racial profiling and the violation of basic civil rights and civil liberties for citizens, permanent residents and undocumented immigrants alike,\u201d Goodman said.<\/p>\n<p>ICE officials and border czar Tom Homan have said agents are masked to protect their identities and their families from \u201cdoxxing,\u201d <a href=\"https:\/\/www.reuters.com\/world\/us\/los-angeles-ice-raids-fuel-controversy-over-masked-agents-2025-06-09\/\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">according to Reuters.<\/a><\/p>\n<p>Goodman described the practice as a new tactic under this Trump administration that was not commonly used in the past. He suggested that it could be in response to communities organizing rapid response networks and anyone having the ability to document ICE detentions with their phone camera.
