From a speaker, music blares a mix of Venezuelan and other Latin American countries\u2019 songs such as Joropo, Gaita, Bachata and Salsa.<\/p>\n<p>This restaurant is a celebration of Venezuelan food and culture. Owner Fabi\u00e1n said it took him six years to open the restaurant. The decision sent shockwaves to Fabi\u00e1n and others across the country, anxiously awaiting an update on their legal protections. The Supreme Court ruling, <a href=\"https:\/\/borderlessmag.org\/2025\/04\/22\/chicago-venezuela-tps-trump-deportation-illinois-temporary-protected-status\/\">which paused a lower court decision<\/a> that kept Temporary Protected Status (TPS) alive, has now cleared the way for the federal government to resume deportations.<\/p>\n<p>The Department of Homeland Security (DHS) celebrated the move as \u201ca victory for the American people.\u201d <a href=\"https:\/\/www.dhs.gov\/news\/2025\/05\/30\/dhs-releases-statement-major-scotus-victory-trump-administration-and-american\">A DHS spokesperson accused the Biden administration<\/a> of \u201clying\u201d to America by allowing \u201cmore than half a million poorly vetted aliens from Cuba, Haiti, Nicaragua, and Venezuela and their immediate family members to enter the United States through these disastrous parole programs.\u201d<\/p>\n<p>But the decision marked a terrifying new chapter for many Venezuelans like Fabi\u00e1n and others with TPS.<\/p>\n<p>\u201cEnding TPS would be a devastating blow to those who have already built a life here,\u201d said Fabi\u00e1n, a TPS holder who came to Chicago in 2017. \u201cI own a business. I pay taxes. I create jobs, I contribute to my community every single day.\u201d<\/p>\n<h2 id=\"venezuelan-refugee-crisis\">Venezuelan Refugee Crisis<\/h2>\n<p>Venezuelan President Nicol\u00e1s Maduro&#8217;s regime has been <a href=\"https:\/\/2021-2025.state.gov\/office-of-the-spokesperson\/releases\/2025\/01\/condemning-nicolas-maduros-illegitimate-attempt-to-seize-power-in-venezuela-and-announcing-new-actions-against-maduro-and-his-representatives-and-to-support-the-venezuelan-people\/\">internationally condemned<\/a> and the country remains in crisis amid questions about the legitimacy of the last election.<\/p>\n<p>The Venezuelan government recently <a href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article303847641.html\">declared an \u201ceconomic emergency\u201d<\/a> amid soaring inflation and political repression. Human rights groups have warned that sending migrants back to Venezuela under current conditions could expose them to violence, persecution or death.<\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> href=\"https:\/\/www.uscis.gov\/humanitarian\/temporary-protected-status\/temporary-protected-status-designated-country-venezuela\">Venezuela was first designated for TPS in 2021<\/a>, following years of civil unrest and economic collapse that saw more than <a href=\"https:\/\/www.worldvision.org\/disaster-relief-news-stories\/venezuela-crisis-facts\">7.6 million people flee the country as of June 2024<\/a>. Under TPS, immigrants are shielded from deportation and allowed to work, and it\u2019s<a href=\"https:\/\/www.federalregister.gov\/documents\/2023\/10\/03\/2023-21865\/extension-and-redesignation-of-venezuela-for-temporary-protected-status\"> renewed every 18 months<\/a>.<\/p>\n<p>\u201cWe didn\u2019t leave Venezuela just because of economic problems, we left because we feared for our lives,\u201d said Juan, a Venezuelan native TPS holder whose last name is being kept confidential because of heightened risks of deportation.<\/p>\n<p>Juan, a former broadcaster for a national media outlet in Venezuela, arrived in Chicago in November 2023. He came with his eight-year-old daughter in search of safety.<\/p>\n<p>\u201cWe came to the U.S. to give my daughter better access to the healthcare system, education and a brighter future,\u201d said Juan.<\/p>\n<p>In Venezuela, Juan watched his wife die of cancer because of the near-total collapse of the healthcare system.<\/p>\n<p>\u201cHospitals are broken,\u201d he said. \u201cBasic rights are not guaranteed. We had to leave.\u201d<\/p>\n<p>After the ruling, Juan worries about his and his daughter&#8217;s lives in the U.S.<\/p>\n<p>The Illinois Venezuelan Alliance (IVA) said the Supreme Court\u2019s ruling \u201cplaced these individuals in a precarious position.\u201d<\/p>\n<p>\u201cThis decision threatens to destabilize families, disrupt communities, and jeopardize the safety and well-being of individuals who have sought refuge from political persecution and economic hardship.\u201d<\/p>\n<p>IVA emphasized that TPS recipients must continuously renew their protections to avoid deportation, even if they are pursuing more permanent forms of immigration status. \u201cThe prolonged litigation process has already caused irreparable harm to the affected Venezuelan community,\u201d the holders.<\/p>\n<p>\u201cSending Venezuelans back is sending them straight to their deaths,\u201d Fabi\u00e1n said. \u201cJust posting something on WhatsApp can land you in jail. It\u2019s not safe.\u201d<\/p>\n<h2 id=\"a-safe-haven\">A Safe Haven<\/h2>\n<p>The Trump administration has long sought to end TPS not just for Venezuelans, but also for Haitians and others from crisis-stricken nations. <a href=\"https:\/\/www.newyorker.com\/news\/the-lede\/trumps-de-legalization-campaign\">When the Biden Administration<\/a> extended the TPS for Haitian migrants in October 2022, Haiti\u2019s central government was on the edge of collapse. The country remained in a long-standing political, security and humanitarian crisis.<\/p>\n<p>\u201cHaiti has been going through a terrible crisis for years now\u2026but it just got worse\u2026 And then so we&#8217;re asking for just a little time to see how they&#8217;re [Haitian migrants] going to work this out before you send them back,\u201d said Aline Lauture, Program Director at Haitian Congress Center. \u201cIt&#8217;s like you&#8217;re just sending them to the fire.\u201d<\/p>\n<p>\u201cIt is disheartening to see just the breakdown of a system that was supporting people, [although] temporarily,\u201d said Lauture. \u201cPeople are in shock, and then anxiety set in, fear\u2014kids fear to go to school. padding-bottom: 0px; \"><div class=\"row-bg-wrap\" data-bg-animation=\"none\" data-bg-animation-delay=\"\" data-bg-overlay=\"false\"><div class=\"inner-wrap row-bg-layer\" ><div class=\"row-bg viewport-desktop\"  style=\"\"><\/div><\/div><\/div><div class=\"row_col_wrap_12 col span_12 dark left\">\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-8 wpb_column column_container vc_column_container col padding-3-percent inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n<div class=\"wpb_text_column wpb_content_element \" >\n\t<p>While the Supreme Court&#8217;s decision did not conclude the litigation, immigrant advocacy groups warn that it has already caused lasting damage.<\/p>\n<p>\u201cWithout TPS, many Venezuelans could be deported, could decide to travel to other countries, or could be arbitrarily labeled as members of the Tren de Aragua or as enemy combatants and sent to El Salvador or another country,\u201d said Helena Olea, Deputy Director at Alianza Americas.<\/p>\n<p>\u201cAll of these are devastating alternatives that put deserving individuals at imminent risk of human rights violations.\u201d<\/p>\n<p>In a separate case, <a href=\"https:\/\/www.reuters.com\/world\/us\/us-supreme-court-lets-trump-end-deportation-protection-venezuelans-2025-05-19\/\">the Supreme Court rebuked the Trump administration<\/a> for attempting to deport Venezuelans accused of belonging to the violent Tren de Aragua gang, under the rarely used 1798 Alien Enemies Act.<\/p>\n<p>\u201cI find it very concerning and unfair that the government is making generalizations by linking some Venezuelans to gangs,\u201d Fabi\u00e1n said. \u201cLike in any community, there may be a few individuals with bad intentions, but that does not represent the Venezuelan people. We came here to work hard, support our families, and rebuild our lives with dignity.\u201d<\/p>\n<p>Fabi\u00e1n hopes the U.S. government sees past the stereotypes. \u201cI hope the authorities take the time to recognize the real contributions our community is making,\u201d he said. \u201cEnding TPS would feel like cutting our wings just as we learn to fly.\u201d<\/p>\n<p>Meanwhile, the DHS has begun promoting a \u201c<a href=\"https:\/\/www.dhs.gov\/news\/2025\/05\/05\/dhs-announces-historic-travel-assistance-and-stipend-voluntary-self-deportation\">voluntary self-deportation\u201d initiative<\/a>, offering a $1,000 stipend to individuals who use the online app to self-deport. According to Panamanian officials, <a href=\"https:\/\/www.nytimes.com\/2025\/05\/26\/world\/americas\/panama-boats-self-deportation.html?smid=nytcore-ios-share&amp;referringSource=articleShare&amp;sgrp=p&amp;pvid=EFD0575E-FF6E-417C-9644-E30A7AD0D3EA\">over 10,000 Venezuelans have taken boats<\/a> from Panama to Colombia since January\u2014an apparent signal that some migrants have already begun to retreat from the U.S.<\/p>\n<p>Still, many remain in limbo, unable to return home and uncertain about their futures in the U.S.<\/p>\n<p>Organizations like Alianza Americas and the Illinois Venezuelan Alliance urge the public and lawmakers to act empathetically. \u201cNow more than ever, solidarity and compassionate action are needed to address the Venezuelan immigrant crisis with empathy and pragmatism,\u201d IVA stated.<\/p>\n<p>\u201cWe are not asking for handouts. We are asking for a chance to live, work and be safe,\u201d Juan said.<\/p>\n<p>For more than 500,000 TPS holders like Juan and Fabi\u00e1n, the present is steeped in fear, and the future remains unclear.<\/p>\n<p>\u201cI know people who have contributed to this country for years,\u201d Juan said. \u201cWe are not asking for handouts.
