Although a federal judge recently blocked the effort to end Temporary Protected Status (TPS), many immigrants say the damage is done, reigniting anxieties that they may be forced to return to a country they fled amid violence, political persecution and <a href=\"https:\/\/borderlessmag.org\/2024\/11\/19\/leaving-venezuela-the-only-option-for-us-was-the-united-states-migrants-new-arrivals\/\">economic collapse<\/a>.<\/p>\n<p>For Oscar, Chicago has become a refuge after he fled beatings, tear gas and extortion threats from Venezuela\u2019s National Guard in 2022. The 46-year-old asked to be identified by his first name because of concerns about his TPS status. In Venezuela, he once owned a cleaning service and was an employee with Goodyear tires. I feel grateful to be in Chicago, a Sanctuary City.\u201d<\/p>\n<p>But his hopes turned into fear on April 7, when the Trump administration attempted to terminate TPS, a humanitarian program that allows people from crisis-stricken countries to live and work legally in the U.S.<\/p>\n<p><a href=\"https:\/\/www.federalregister.gov\/public-inspection\/2025-02294\/temporary-protected-status-designation-of-venezuela-termination\">President Trump\u2019s Homeland Security Secretary Kristi Noem determined<\/a> that temporarily allowing Venezuelans to remain in the country is \u2018contrary to the national interest\u2019 and, therefore, decided to remove nearly 350,000 Venezuelans from TPS.<\/p>\n<p>She argued that members of the <a href=\"https:\/\/www.miamiherald.com\/news\/local\/immigration\/article303317706.html\">Venezuelan gang known as Tren de Aragua<\/a> are among the Venezuelan nationals who have crossed into the United States. The group has been blamed for sex trafficking, drug smuggling, police shootings, kidnappings and the exploitation of migrants.<\/p>\n<p>This stance is a stark departure from the previous administration.<\/p>\n<p><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/02\/05\/2025-02294\/termination-of-the-october-3-2023-designation-of-venezuela-for-temporary-protected-status\">President Joe Biden\u2019s Homeland Security secretary, Alejandro Mayorkas<\/a>, determined that Venezuelans were eligible for TPS due to <a href=\"https:\/\/www.bbc.com\/news\/world-latin-america-48121148\">\u2018extraordinary and temporary\u2019<\/a> conditions in Venezuela.<\/p>\n<p>Last month, U.S. District Judge <a href=\"https:\/\/www.aclusocal.org\/sites\/default\/files\/2025.03.31_93_order_granting_postponement_motion.pdf\">Edward Chen<\/a> blocked Trump\u2019s attempt to end the program and dismissed the argument on national security grounds. He said the decision was \u201cdiscriminatory\u201d and that \u201cgeneralizing criminality to the Venezuelan TPS beneficiary population as a whole is baseless and denotes racism based on widespread false stereotypes.\u201d<\/p>\n<p>\u201cThe government has failed to identify any real countervailing harm in continuing TPS for Venezuelan beneficiaries,\u201d Chen <a href=\"https:\/\/www.aclusocal.org\/sites\/default\/files\/2025.03.31_93_order_granting_postponement_motion.pdf\">wrote in the 78-page order.<\/a><\/p>\n<p>\u201c[T]he Secretary\u2019s action threatens to: inflict irreparable harm on hundreds of thousands of persons whose lives, families, and livelihoods will be severely disrupted, cost the United States billions in economic activity, and injure public health and safety in communities throughout the United States,\u201d the ruling states.<\/p>\n<p>The decision allows Venezuelans with TPS to retain legal status to work until Oct. 2026.<\/p>\n<p>The ruling has offered a sign of relief for migrants like Jhon.<\/p>\n<p>The 35-year-old, who asked to be identified by his first name because of his legal status, said he fled Venezuela\u2019s political oppression and governmental threats in late 2023.<\/p>\n<p>Back home, he was a former mechanic. Chicago has become a new home to reunite with his older brother, where he now works at a grocery store.<\/p>\n<p>\u201cI am here with the help of God, and I am not afraid of what Trump has been doing because I trust in God,\u201d he said. \u201cMy older brother was in Chicago, and he explained Sanctuary City and its immigration protection policy. That gave me hope.\u201d<\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col immigrant advocacy groups like Alianza Americas, which work towards creating an \u201cinclusive, equitable, and sustainable way of life\u201d for immigrant communities, condemned the attempts to scapegoat the Venezuelan community.<\/p>\n<p>\u201cThe Venezuelan community in the United States has contributed significantly\u2026 and should not be used as a scapegoat for partisan discriminatory moves,\u201d <a href=\"https:\/\/www.alianzaamericas.org\/post\/alianza-americas-welcomes-judge-chens-order-recognizing-arbitrariness-and-discrimination-in-the-termination-of-tps-for-venezuela\">the organization said in a statement<\/a>.<\/p>\n<p>Other advocates, like Pastor Kenneth D. Phelps, who helps unite the immigrants at the <a href=\"https:\/\/borderlessmag.org\/2024\/04\/29\/chicago-black-latino-migrant-crisis-humanitarian-tensions-disinvestment-affordable-housing\/\">Home Away From Home Center in Chicago<\/a>, said his team has created a space of support and care for migrants like Oscar and Jhon.<\/p>\n<p>\u201cWhen you think of home, you think of family,\u201d Phelps said. \u201cWe just thought it would be nice to give them a little piece of Venezuela or Colombia or Honduras\u2014here in the community\u2014 to worship in their own language, a place to come and to cultivate, to watch TV, to see soccer, to have coffee, or to cook.\u201d<\/p>\n<p>He worries about the consequences if TPS were revoked.<\/p>\n<p>\u201cIf they lose their legal status, they risk deportation, losing jobs, housing, and worst of all, being separated from their families,\u201d he said. \u201cReturning to Venezuela\u2014it\u2019s not like going to a country club.
