Marin worries that it will keep growing and become more challenging to pay as she works toward retirement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt always goes up, not down, and our income has remained the same,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Marin is one of more than <\/span><a href=\"https:\/\/www.peoplesgasdelivery.com\/company\/about#:~:text=Peoples%20Gas%20delivers%20natural%20gas,in%20the%20city%20of%20Chicago.&amp;text=Learn%20the%20basics%20of%20natural,it%20gets%20to%20your%20home.&amp;text=Learn%20about%20our%20natural%20gas,long%2Dterm%20safety%20and%20reliability.&amp;text=We%20are%20committed%20to%20supplier%20diversity\"><span style=\"font-weight: 400;\">890,000<\/span><\/a><span style=\"font-weight: 400;\"> Peoples Gas customers in Chicago who saw their bills increase last year to fund the utility\u2019s effort to replace about 2,000 cast-iron gas lines with new plastic ones through its Safety and Modernization Program (SMP). The gas line replacement efforts have been slow and marked by delays, resulting in increased gas bills for customers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now, after a year-long pause on the program and an investigation by the state, Peoples Gas was given the green light to resume the controversial project by state regulators.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Thursday, the Illinois Commerce Commission (ICC) ordered Peoples Gas to narrow the scope of its program and wrap it up sooner than planned.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis [investigation] shows Peoples Gas was not prioritizing [a focus on safety] but rather pursued it as one of several components of its system modernization program,\u201d said Stacey Paradis, one of the five commissioners of the ICC.\u00a0<\/span><\/p>\n<h2 id=\"safety-modernization-program\"><span style=\"font-weight: 400;\">Safety Modernization Program<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Since 2011, Peoples Gas has been working to replace every one of its gas pipelines as part of the \u201cSafety Modernization Program.\u201d The gas provider owns about 2,000 miles of cast-iron pipelines placed underground to transport and deliver methane gas to he\u200b\u200bat thousands of homes in the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The utility company said many lines carrying methane gas into homes are over 100 years old and at the end of their useful lives and need to be replaced as quickly as possible because they risk leaking or rupturing.\u00a0 According to the <\/span><a href=\"https:\/\/www.lung.org\/blog\/how-natural-gas-threatens-health#:~:text=Methane%20in%20Your%20Home&amp;text=These%20gas%2Dpowered%20appliances%20can,in%20children%20and%20vulnerable%20populations.\"><span style=\"font-weight: 400;\">American Lung Association<\/span><\/a><span style=\"font-weight: 400;\">, human exposure to methane can cause respiratory issues, particularly when inhaled in high concentrations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peoples Gas has repeatedly defended the program, citing the urgent need to replace the corroding pipelines, or they\u2019ll become a risk to Chicagoans\u2019 safety and their ability to keep their homes warm during freezing temperatures.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cConstruction crews need to get back to the critical work of updating the energy delivery system running under Chicago\u2019s streets <\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\"> a network of pipes that date back as far as the 1860s,\u201d said David Schwartz, a spokesperson for Peoples Gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But over the last 14 years, Peoples Gas has only <\/span><a href=\"https:\/\/www.peoplesgasdelivery.com\/services\/pdf\/ltgip-092324.pdf\"><span style=\"font-weight: 400;\">replaced 38% of pipes<\/span><\/a><span style=\"font-weight: 400;\">. City<\/a><\/h3>\t\t\t\t\t\t\t<div class=\"pk-post-meta\">\n\t\t\t\t\t\t\t\t<span class=\"pk-meta-author meta-author\"><span class=\"author vcard\"><a class=\"url fn n\" href=\"https:\/\/borderlessmag.org\/es\/author\/diane-bou-khalil\/\" title=\"View all posts by Aydali Campa\">Aydali Campa<\/a><\/span><\/span>\t\t\t\t\t\t\t\t<span class=\"sep\">\u00b7<\/span>\n\t\t\t\t\t\t\t\t<span class=\"pk-meta-date meta-date\"><a href=\"https:\/\/borderlessmag.org\/es\/2024\/09\/09\/chicago-environment-climate-change-maria-hadden-department-of-the-environment-excessive-heat\/\" rel=\"bookmark\">septiembre 9, 2024<\/a><\/span>\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t<\/header><!-- .entry-header -->\n\t\t\t\t<\/div><!-- .post-inner -->\n\n\t\t\t<\/div><!-- .post-outer -->\n\t\t<\/article>\n\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n<\/div>\n\n\n\n\n\t\t<\/div> \n\t<\/div>\n\t<\/div> \n<\/div><\/div>\n<div class=\"wpb_text_column wpb_content_element \" >\n\t<p><span style=\"font-weight: 400;\">Public interest groups <\/span><a href=\"https:\/\/www.icc.illinois.gov\/docket\/P2023-0069\/documents\/344306\/files\/601245.pdf\"><span style=\"font-weight: 400;\">criticized the estimates, arguing<\/span><\/a><span style=\"font-weight: 400;\"> that the program\u2019s estimated cost had ballooned from $1.42 billion in 2007 to $11 billion eight years later.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over a year ago, the ICC <\/span><a href=\"https:\/\/www.icc.illinois.gov\/docket\/P2024-0081\/documents\/346557\/files\/605030.pdf\"><span style=\"font-weight: 400;\">launched an investigation<\/span><\/a><span style=\"font-weight: 400;\"> to examine whether the program, as it is managed, is cost-effective and practical and prioritizes the replacement of high-risk pipes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The commission ruling on Thursday allowed Peoples Gas to resume its program with some changes, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0focus on replacing only certain pipelines that pose the highest safety risks<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">hire a \u201csafety monitor\u201d to oversee the pipeline retirement work the ICC ordered until it is completed\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">complete the work in the next 10 years\u00a0\u2014 five years earlier than the utility planned\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cAs we wait to receive the full Final Order and review it, the Commission made clear it wants us to focus on replacing more than 1,000 miles of pipes by 2035,\u201d Peoples Gas said in a statement following the ruling. \u201cThis direction given by the Commission, compared to the prior approach, may necessitate additional cost and more construction sites disrupting streets across city neighborhoods.\u201d<\/span><\/p>\n<h2 id=\"ongoing-saga\"><span style=\"font-weight: 400;\">Ongoing Saga<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The decision favors some Peoples Gas customers and organizations that have long called for the program&#8217;s reform, including People for Community Recovery, the Illinois Public Interest Research Group (PIRG), AARP Illinois, and the Citizens Utility Board (CUB), a nonprofit utility watchdog group. These groups argue that the program\u2019s approach before the ICC\u2019s investigation didn\u2019t prioritize safety risks, was expensive and would lead to more rate hikes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToday&#8217;s Illinois Commerce Commission decision is a victory for Peoples Gas customers and all Chicagoans,\u201d said Illinois PIRG director Abe Scarr. \u201cBy refocusing Peoples Gas on cost-effective investments to mitigate safety risks, the ICC has directed Peoples Gas to run a program that costs less, makes us safer, and facilitates the transition to cleaner energy.\u201d<\/span><\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t<div id=\"fws_69f17d12659fc\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row article-image\"  style=\"padding-top: 0px; The group argues the program will increase financial burdens on customers for decades to cover the costs of the pipe replacement efforts while Peoples Gas\u2019 profits<\/span><a href=\"https:\/\/www.chicagobusiness.com\/utilities\/peoples-gas-earnings-set-record\"><span style=\"font-weight: 400;\"> reach record highs<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peoples Gas criticized the report, saying it wasn\u2019t submitted to the ICC for closer examination through the commission\u2019s official investigation of the program and that CUB is pushing claims from an \u201canti-natural gas\u201d group.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L<\/span><a href=\"https:\/\/www.icc.illinois.gov\/docket\/P2024-0081\/documents\/351857\/files\/615437.pdf\"><span style=\"font-weight: 400;\">ast yea<\/span><\/a><span style=\"font-weight: 400;\">r, a consultant for the City of Chicago testified before the ICC, claiming that it is expensive, doesn&#8217;t prioritize the highest-safety-risk pipes, and is misaligned with the city&#8217;s electrification goals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.icc.illinois.gov\/docket\/P2024-0081\/documents\/351860\/files\/615460.pdf\"><span style=\"font-weight: 400;\">Illinois Attorney General <\/span><\/a><span style=\"font-weight: 400;\">testified that the program should continue with adjustments, such as focusing more on replacing pipes with the highest safety risk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Both the state and the city questioned the utility\u2019s cost and time estimations of the program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The city\u2019s Department of Law and Department of the Environment declined to comment on the order. The state attorney general\u2019s office did not respond in time to a request for comment.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The program changes could significantly reduce future rate hikes by reducing Peoples Gas spending on the program, Scarr said. He worried that the utility\u2019s original plan would result in thousands of miles of new gas lines becoming stranded assets as the city works to transition away methane gas as a home heating fuel, he previously told Borderless Magazine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The decision comes a year after the ICC directed all three gas utilities, including Peoples Gas, to participate in a \u201cFuture of Gas\u201d proceeding to consider their roles in the state&#8217;s decarbonization goals. The analysis is expected to conclude next year in 2026.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The state has promised to phase out coal and gas electricity by 2045 and increase renewable energy through the 2021 Clean and Equitable Jobs Act (CEJA).\u00a0 The city also <a href=\"https:\/\/borderlessmag.org\/2024\/09\/09\/chicago-environment-climate-change-maria-hadden-department-of-the-environment-excessive-heat\/\">aims to electrify 30% of existing residential buildings by 2035<\/a>, according to Chicago\u2019s <\/span><a href=\"https:\/\/www.chicago.gov\/content\/dam\/city\/sites\/climate-action-plan\/documents\/Chicago-CAP-071822.pdf\"><span continue, customers have seen their utility bills increase and fear that such fees will continue to climb.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/chicago.suntimes.com\/2022\/4\/22\/23036165\/peoples-gas-bills-chicago-energy-prices\"><span style=\"font-weight: 400;\">According to a 2022 Chicago Sun-Times report<\/span><\/a><span style=\"font-weight: 400;\">, a third of all Peoples Gas Customers were already behind on payments, with the majority in majority-Black or Brown communities in the South and West Side.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, customers saw a $10 bump on their bill, a record-high total increase of over $300 million.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esther Martinez, an immigration and rental organizer with Northwest Center, said some community members she\u2019s assisted sometimes struggle to decide whether to pay for their heating bill or cover medical expenses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeople have to choose between paying their bill or investing in their education or health,\u201d said Martinez. \u201cI don\u2019t think it\u2019s fair for them to pay for the replacement of pipelines.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amid increasing rates, customers can arrange a <\/span><span style=\"font-weight: 400;\">payment plan<\/span><span style=\"font-weight: 400;\"> with Peoples Gas or <\/span><span style=\"font-weight: 400;\">apply<\/span> <span style=\"font-weight: 400;\">for financial assistance<\/span><span style=\"font-weight: 400;\"> from the Community and Economic Development Association of Cook County, Inc. (CEDA) to help pay bills for any gas provider. Undocumented immigrants with an Individual Taxpayer Identification Number (ITIN) can also apply.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Community organizations like the <\/span><a href=\"https:\/\/www.bpncchicago.org\/community-services\"><span style=\"font-weight: 400;\">Brighton Park Neighborhood Council<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.northwestcenterchicago.org\/\"><span style=\"font-weight: 400;\">Northwest Center<\/span><\/a><span style=\"font-weight: 400;\"> help residents enroll in the program and find other ways to reduce utility costs.
