My other daughter, she stays for\u2026band,\u201d Gamino said, not long after picking them up from after-school programs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gamino remembers not being able to participate in these programs as a child. But her undocumented status \u2014 and her inability to work legally in the country \u2014\u00a0 has made that promise a challenge.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI feel like I&#8217;ve been proudly pushing myself so they could have a good future,\u201d she said.\u201dAnd I want them to be successful.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As new immigrants receive federal work permits, many undocumented immigrants like Gamino, who have planted roots for generations, no longer fear stepping out of the shadows. Instead, they are galvanizing a movement that demands work permits for all immigrants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the past six months, the movement has gained traction in Chicago and across the country, with longtime immigrants calling on President Joe Biden to take action that would make a lasting impact on their lives.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI feel like we&#8217;re going to be noticed, and there might be a change,\u201d Gamino said.<\/span><\/p>\n<h2 id=\"we-deservea-little-piece-of-hope\">&#8216;We deserve&#8230;a little piece of hope&#8217;<\/h2>\n<p><span style=\"font-weight: 400;\">Nearly two years ago, Texas Gov. Gregg Abbott and other Republican leaders started sending migrants by bus and planes to democratic-led cities. Since<\/span><a href=\"https:\/\/borderlessmag.org\/category\/after-the-buses-venezuelan-migrants-chicago\/\"> <span style=\"font-weight: 400;\">August 2022<\/span><\/a><span style=\"font-weight: 400;\">, over<\/span> <span style=\"font-weight: 400;\">39,000 migrants,<\/span> <span style=\"font-weight: 400;\">mostly from Venezuela, have arrived in Chicago. The political stunt came on the heels of Chicago absorbing 30,000 Ukrainian refugees following Russia\u2019s invasion of Ukraine.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The influx of new arrivals has pressured the federal government to act. <\/span><a href=\"https:\/\/borderlessmag.org\/2023\/09\/21\/venezuela-tps-migrants-how-to-apply\/\"><span style=\"font-weight: 400;\">Last September<\/span><\/a><span style=\"font-weight: 400;\">, President Joe Biden\u2019s administration expanded its work permit program, known as Temporary Protected Status, TPS, for over<\/span><a href=\"https:\/\/borderlessmag.org\/2023\/09\/21\/venezuela-tps-migrants-how-to-apply\/\"> <span style=\"font-weight: 400;\">470,000 Venezuelans<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the process, the expansion of TPS prompted criticisms for failing to consider the 11 million undocumented immigrants who have been living, working, and paying taxes, all while being excluded from any benefits.\u00a0 An estimated 400,000 noncitizens are living in Illinois, <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2023\/11\/16\/what-we-know-about-unauthorized-immigrants-living-in-the-us\/\">according to Pew Research Center.\u00a0\u00a0<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCongress really is required to lead in this moment,\u201d Mayor Brandon Johnson said at a recent roundtable supporting the work permit campaign. \u201cWe\u2019re going to continue to urge President Biden to use every tool that is at his disposal to support our new arrivals and our undocumented residents.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The president needs to \u201cextend the same economic opportunities to our long-term undocumented brothers and sisters to further benefit our communities, to empower immigrants so they can build a better life here,\u201d Johnson said.<\/span><\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t<div id=\"fws_69d6dc339141b\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row article-image\"  style=\"padding-top: 0px; Her undocumented status has prevented her from working legally and fulfilling other goals like owning a home and giving her children a better education.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt&#8217;s hard raising them when I want a good life for them,\u201d Gamino said. \u201cIt&#8217;s hard for me\u2026I feel like I have all these obstacles in front of me just because I don\u2019t have the social [security] number.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gamino isn\u2019t alone in this frustration. She\u2019s heard similar stories from other long-time undocumented immigrants as a community navigator for the Resurrection Project, a community group advocating for work authorization.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s just like madness and people [asking]: \u2018Why not us?\u2019\u2019 she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite such frustrations, Gamino said people from across generations and mixed-status families are \u201cjoining this action\u201d after they witnessed how swiftly President Biden expanded TPS to Venezuelans back in September.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gamino and others have placed the responsibility for work authorization on Biden\u2019s doorstep.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Still, she acknowledges there are limitations to the work permit program. Without a comprehensive path to citizenship, people will continue to fear that one day they may have to leave behind everything they came to nurture, Gamino said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At least for now, a work permit is \u201cthe most important\u201d step for undocumented people struggling to support themselves and their families, Gamino said. \u201cI feel like we have done so much. In Chicago, only a small fraction of new arrivals had received work permits at the start of the year, <\/span><a href=\"https:\/\/www.cbsnews.com\/chicago\/news\/chicago-migrants-work-permits-asylum-seekers\/\"><span style=\"font-weight: 400;\">according to CBS.<\/span><\/a><\/p>\n<\/div>\n\n\n\n<div country\u2019s<\/span> <a href=\"https:\/\/www.rescue.org\/article\/what-happening-venezuela\"><span style=\"font-weight: 400;\">economic crisis<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">Over the past 15 years, the United States <\/span><a href=\"https:\/\/cepr.net\/report\/economic-sanctions-as-collective-punishment-the-case-of-venezuela\/\"><span style=\"font-weight: 400;\">sanctions<\/span><\/a><span style=\"font-weight: 400;\"> against Venezuela\u2019s government have worsened food insecurity and inflation, according to the <\/span><a href=\"https:\/\/cepr.net\/report\/economic-sanctions-as-collective-punishment-the-case-of-venezuela\/\"><span style=\"font-weight: 400;\">Center for Economic and Policy Research<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oscar A. Chac\u00f3n, executive director of Alianza Americas, a nonprofit organization focused on migration education, noted the U.S. economic sanctions and security policies imposed on Venezuela had left people \u201cwith no other option but to flee away in order to save themselves.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Outside shelters across the city, dozens of migrants have told Borderless reporters that they are looking for work to leave the shelters and build a better life for their families.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In mid-November, Pedro Barrueta arrived from Caracas, Venezuela, to the U.S. with his three children and wife in search of economic stability. They came after July 31, and are not eligible for TPS. In the meantime, they are waiting for their first asylum hearing in 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since last fall, the family has been living at Chicago\u2019s largest migrant shelter, which has been mired in controversy amid concerns about <\/span><a href=\"https:\/\/borderlessmag.org\/2023\/12\/14\/investigation-chicago-migrant-shelter-pilsen-dangerous\/\"><span style=\"font-weight: 400;\">inhumane living conditions<\/span><\/a><span style=\"font-weight: 400;\">, the death of a <\/span><a href=\"https:\/\/borderlessmag.org\/2024\/02\/27\/chicago-pilsen-shelter-migrant-crisis-jean-carlos-martinez-sepsis-brandon-johnson\/\"><span style=\"font-weight: 400;\">five-year-old boy from sepsis<\/span><\/a><span style=\"font-weight: 400;\">, and an <\/span><a href=\"https:\/\/borderlessmag.org\/2024\/03\/08\/chicago-migrant-shelter-conditions-pilsen-measles-viral-infection-jean-carlos-sepsis\/\"><span style=\"font-weight: 400;\">ongoing measles outbreak<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrueta said his youngest son was recently sent to a nearby hospital and treated for measles. He needs that; he\u2019s a little boy.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrueta, an air conditioner technician in Venezuela, hopes to find a job to give his family more than just a place to sleep.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI came to this country to work; I came to this country to give my kids a better future\u2026\u201d he said. \u201cI came to give them a better education and a healthier life.\u201d<\/span><\/p>\n<h2 id=\"waiting-for-decades-for-an-opportunity\"><span style=\"font-weight: 400;\">\u2018Waiting for decades for an opportunity\u2019<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">While the move to expand work permits has been welcomed by many, some longtime immigrants have felt overlooked by the federal government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">U.S. Congressman Jesus \u201cChuy\u201d Garcia, whose district in Illinois largely represents immigrants, told the AP last fall the federal expansion of work permits had created <\/span><a href=\"https:\/\/apnews.com\/article\/immigrants-work-permits-asylum-border-tension-ec0cfd003abab70bdba5f113f14bbdbf\"><span style=\"font-weight: 400;\">\u201ctensions and confusion,\u201d <\/span><\/a><span style=\"font-weight: 400;\">especially for immigrants who have waited decades for work permits or have a pathway to citizenship.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this month, Garcia and other U.S. Representatives called on President Biden to expand work authorizations and establish additional permits for undocumented spouses, Dreamers and long-term workers who have paid taxes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cImplementing such a policy would benefit workers nationwide,\u201d legislators said in a letter to the President. \u201cLegal work permits would further shield immigrants from exploitation and enable them to seek jobs that match their skills, thereby fostering better working conditions.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The humanitarian crisis has also frustrated some Black and Brown communities who have long felt the city\u2019s systematic disinvestment in their neighborhoods.
