He shares a two-bedroom, one-bathroom garden apartment with three friends who are also migrants. There\u2019s a gray couch, a plush rug and, a moderately sized TV in the living room. There\u2019s even a large side yard, which the landlord told Edwin they are welcome to use.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Edwin and his roommates are among the last of newly arrived migrants who were eligible for six months of emergency rental assistance thanks to a program that helped them leave the city-run shelter system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Asylum Seeker Emergency Rental Assistance Program has helped about 4,600 households move out of shelters and into apartments since December 2022. Local leaders have heralded it as a <\/span><a href=\"https:\/\/www.wbez.org\/stories\/chicago-migrants-rental-help-program-overwhelmed\/339ec86d-34c7-4032-bb08-2829bca446f8\"><span style=\"font-weight: 400;\">critical state<\/span><\/a><span style=\"font-weight: 400;\"> program to find alternative housing and support the city\u2019s ability to absorb <\/span><a href=\"https:\/\/blockclubchicago.org\/2022\/12\/07\/after-the-buses-meet-the-migrants-at-the-center-of-texas-manufactured-crisis\/\"><span style=\"font-weight: 400;\">thousands of migrants arriving in Illinois since 2022<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But amid federal <\/span><a href=\"https:\/\/borderlessmag.org\/2023\/12\/11\/tps-venezuelan-migrants-face-challenges-chicago\/\"><span style=\"font-weight: 400;\">backlogs for work permits<\/span><\/a><span style=\"font-weight: 400;\"> and asylum applications, volunteers have criticized the state program for being too slow to process applications and cutting off support too early for new arrivals trying to establish stability and independence.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some migrants supported by the program could be forced back onto the streets or into city-run shelters if they aren\u2019t able to find work before their rental assistance dries up.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And state officials aren\u2019t tracking how many people are forced to move out if they can\u2019t pay rent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The state \u201chasn\u2019t seen a trend of residents losing their housing,\u201d said Daisy Contreras, <\/span><span style=\"font-weight: 400;\">Illinois Department of Human Services spokeswoman.<\/span><span style=\"font-weight: 400;\"> But she confirmed the state isn\u2019t keeping tabs on people successfully continuing their leases.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere have been instances of people leaving or moving, but the state does not track why or when residents leave on their own accord,\u201d Contreras said in an email.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a recent press briefing, Brandie Knazze, Chicago Department of Family and Support Services commissioner, also said the city isn\u2019t seeing a trend of people needing to return to shelters after rental assistance runs out.\u00a0<\/span><\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t<div id=\"fws_69dfc7b6b1f5e\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row article-image\"  style=\"padding-top: 0px; But his mind drifts to June, when his support will run out. JB Pritzker issued a <\/span><a href=\"https:\/\/www.illinois.gov\/news\/press-release.25432.html\"><span style=\"font-weight: 400;\">disaster proclamation<\/span><\/a><span style=\"font-weight: 400;\"> allocating resources for emergency shelter, medical care and transportation to support migrants arriving in Chicago from Texas and other southern border states.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the resources provided to migrants was the rental assistance program, run by the Illinois Housing Development Authority in partnership with the Illinois Department of Human Services, which initially covered six months of rent, or $15,000 per housing agreement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But in mid-November, the state <\/span><a href=\"https:\/\/www.illinois.gov\/news\/press-release.27307.html\"><span style=\"font-weight: 400;\">capped its policy<\/span><\/a><span style=\"font-weight: 400;\">, limiting rental assistance to <\/span><a href=\"https:\/\/assets.noviams.com\/novi-file-uploads\/caa\/11_29_23_ASERAP__FAQS__2024_FMR_50_.pdf\"><span style=\"font-weight: 400;\">three months<\/span><\/a><span style=\"font-weight: 400;\"> for migrants who arrived in the city\u2019s shelters before Nov. 17, 2023.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Capping the length of assistance was to ensure everyone in city shelters at the time could access the rental assistance program, <\/span><a href=\"https:\/\/www.illinois.gov\/news\/press-release.27307.html\"><span style=\"font-weight: 400;\">according to Pritzker\u2019s office<\/span><\/a><span style=\"font-weight: 400;\">. The money funded an \u201c<\/span><a href=\"https:\/\/blockclubchicago.org\/2024\/01\/03\/little-village-migrant-shelter-landing-zone-intake-center-will-open-this-month-state-says\/#:~:text=Both%20initiatives%20will%20be%20funded,by%20the%20state%20of%20Texas.\"><span style=\"font-weight: 400;\">intake center<\/span><\/a><span style=\"font-weight: 400;\">\u201d at the city\u2019s landing zone and legal services to help with work permit processing for new arrivals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Illinois has spent $45 million on its rental assistance program \u2014 about 80% of the program\u2019s total budget \u2014 as of late February, according to state officials.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The rental assistance program \u201cis federally funded, and we won\u2019t be able to continue without federal support,\u201d Contreras said. \u201cRegardless, state-funded shelter and legal assistance will continue.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the state\u2019s effort to streamline support, volunteers have said many migrants are falling through the cracks because there aren\u2019t enough caseworkers or state officials in shelters to process applications quickly.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As part of the settlement process, each city-run shelter is supposed to provide onsite case management from Catholic Charities and the state\u2019s Housing Stability Service to approve rental assistance applications and locate housing. But more than a year after being rolled out, many shelters had few caseworkers to process applications and not enough Catholic Charities case managers to help people find available housing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There weren\u2019t Catholic Charities case managers in some of the city\u2019s shelters until the end of January, said Daniel Casta\u00f1eda, director of new arrivals for the city\u2019s Department of Family and Support Services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even at shelters with representatives to support rental assistance applications, volunteers and case managers said there weren\u2019t enough people to help thousands of migrants complete the application.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Inside the Gage Park migrant shelter, only one Housing Stability Service caseworker was approving rental assistance program applications until mid-November for a shelter that currently houses 350 migrants, said Karla Lopez, a Brighton Park Neighborhood Council program manager. The caseworker could only process as few as five applications daily, she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After the three-month rental assistance cap was announced, Lopez and other Brighton Park Neighborhood Council caseworkers worked through the weekend to help residents file their applications before the changes would take effect. But with no Housing Stability Service caseworkers around, those applications weren\u2019t processed, and many families lost out on six months of help, Lopez said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToo many\u201d families fell through the cracks, she said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe were working so hard on the weekend to make sure we find the apartments \u2014 we were texting with the landlords, we were visiting some apartments to check it out,\u201d Lopez said. \u201cWe were doing our job. They have some savings. Can you get them in?\u2019\u201d Villegas said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Villegas also rents to a migrant family she met at a police station. The family has struggled to make rent, and Villegas is figuring out what works best for them.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re working out a payment plan,\u201d Villegas said. \u201cDoes it make sense for them to pay a little bit every week instead of monthly? I\u2019m trying to be flexible with tenants given what they have.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Volunteers have noted that affordable housing is scarce, and migrants face a lot of skepticism from landlords who don\u2019t want to rent to migrants who only have three months&#8217; Those who apply for the status face steep application fees and backlogs in the immigration process, meaning it could be months before their applications go through the system. The program lets people get out of the shelter system, but then they\u2019re on their own, and it becomes their own fault if they can\u2019t figure it out,\u201d Villegas said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the emergency rental program has helped many families out of shelters and into homes, housing for migrants remains precarious amid a limit on rental assistance and a backlog in federal work permits, volunteers said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf we truly want to invest in people, we can\u2019t leave them with this anxiety that they&#8217;ll need to move again so quickly, change communities again, displace their kids again from schools,\u201d Villegas said. \u201cIt\u2019s a whole, big cycle.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It could be devastating if housing gets taken away as people try to get settled, Villegas said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Asked about calls to restore assistance to six months, Pritzker said on Wednesday that some of the $250 million funds pledged by the state and county would \u201cof course go\u201d toward the program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s a comprehensive program. These are basic needs. We are trying to cover the needs,\u201d Pritzker said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Charlotte Long, a housing specialist connecting migrants with apartments and rental assistance through Sanctuary Working Group, said the three-month rental assistance program deterred one of the landlords she spoke to from wanting to house migrants. He didn\u2019t want to go through the costly process of evicting them later if they couldn\u2019t afford their rent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Three months \u201cis such a short amount of time,\u201d Long said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Long has tried to find apartments for migrants in Spanish-speaking neighborhoods and near public transportation so they\u2019ll be able to navigate the city well and create support systems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEven if they just know one or two of their neighbors, and they can speak in Spanish to them, it&#8217;s a huge, huge benefit,\u201d Long said. \u201cThese are forms of cutting through the very real isolation that every family is going to feel when they get here.\u201d<\/span><\/p>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-2 vc_hidden-sm vc_hidden-xs wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t<div id=\"fws_69dfc7b6c0df1\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row article-image\"  style=\"padding-top: 0px;
